Touring frame

Can one get a 29er frame which is suitable for light to medium weight touring, but with disc brake compatibility?

The frame must also be able to have racks attached to it.

The wheel set has a rear over lock-nut dimension of 135mm and on the front 100mm.

The tyre clearance must manage a 700X40C or 29 inch by 1.6 inch tyre.

Your advice would be appreciated.

Cannondale used to make good touring bikes, but seems like they don't anymore. Maybe pick up a second hand one?
