How do one measure one against another rider. Say to decide whether you can join a group to train with them. What does 28km avg mean. Constant 28km or does 35km on flats and 19 on hills counts as avg?

An average speed is the hills and the flats combined into an average speed (make sense?)

Yes and a 28kph average riding mountanous areas is much better than a 28kph average on flat roads- that should make sense
