Admin, it is due to a Javascript error on line 31 (In IE):

 

"Error: Unable to get property 'toLowerCase' of undefined or null reference"

 

When Javascript error reporting is off the error is caught and the action (enter command) is cancelled without alerting the user.

 

Essentially the whole block of code that deals with the mouse wheel scrolling seems to not like IE, it disables all mouse wheel scrolling when Javascript error reporting is on
