I got a new frame to build up a road bike. My question is on the streering shaft there is about a 2cm piece of tube after the stem is on. Do i cut this off?

Do not cut it yet. Put spacers on and ride the bike. You might want to lift your stem a bit and once you have cut it you are stuck. If your set-up is correct then and only then do you cut the steerer tube.

Remember once cut you cannot replace. Also when you cut make sure that you cut it straight. Sawing guides are available to cut straight. You can cut by taping a piece of masking tape on the area where you cut. This helps you to start the cut properly. Mark the cut by folding a piece of paper around the cut, align the edges where the meet and mark with a marking pen............... and viola you have a prperly aligned cutting make. Make sure you remove any cutting burrs inside and outside the remaining stem.
