Hi all, I was there this am - visiting down from the ECape for two months and was keen to update re costs etc - picked up a pamphlet called SANP Mountain Biking in Tokai and Silvermine, which has a map, code of conduct (which includes the instruction to 'Control your Bicycle!'?, and right at the back has a little table stating that Day Permit Riders have to be out of the park by 6pm from April to Sept and 8.30 for the rest of the year - so you have to buy a wild card, which sucks if you're not here for the whole year...or just take your chances, I guess...
