Custom size shoes

I have a colleague at work whom is very small built and want to take up cycling (MTB I think). She cannot find any cycling shoe that fits as all the cycle shops tell her that the smallest size shoe they can get is a size 3. If I'm not mistaken she needs a size 1.

 

Any one know where she can go for a pair of cycling shoes of that size or where she can order from or even have a pair made?

I would also like to know I haven't seen a size 14 around yet.

I have heard that you can trace your feet on a piece of paper and send it to the manufacturers for sizing, but I am not sure of this. Just need somebody to clear this up for me.

Normally people with size 14 feet don't cycle, they water ski.

I found size 16s at rietvlei, you just have to ask the shop to order them in for you.
