Can I use a Planet X Stealth frame as a road bike?

I planning on buying a Planet X frame to make into a road bike so that i can get the befit of an aero frame as well as not being restricted to a TT bike.

 

Am I wrong in thinking this OR is their value in this?

 

PLEASE HELP ME!!!
