FOUND in Tokai - Cannondale Si cover / cap

I found this Si cover in the corner of a left hand turn in the Fairy Garden singletrack in Tokai this morning.

 

It's aluminium and has a groove with O'Ring that looks like it presses in to cover a hole, perhaps a stem cap to keep water out etc...
