Suspicious Behavior Kalk Bay / Fish Hoek?

We were riding through Kalk Bay, just before you drop down into Fish Hoek, at about 05:30 on Sunday morning. There were a bunch of guys loitering in a driveway on the left. One individual, as I was passing by, ran out onto the pavement and stopped just as suddenly.

 

Not sure if he was trying to push me off or just scare me or it was totally unrelated to us riding past.

 

Did/Has anyone else had a similar experience in that area. Just trying to gauge the situation.
