Headset issue..

Hi guys, just a quick question.

I recentley serviced my headset to only realize now that the bottom seal moves freely. So i can take my fingers and eailsy turn it. It still is in contact with the bearing but i am able to move the seal freely. Is this ok ? It still seems well sealed but it rotates freely so it is not fully stuck onto the crown race of the fork.

Just enquiring to see if you guys think its alright.
