Cycling with Knee Damage

A family member is interested in starting recreational cycling with his 7 year old son. Problem is that he hurt his knee very bad in an accident ages ago and cannot bend it further than 90 degrees without massive pain (not sure of the details of his condition, but pretty sure that the docs could not fix it so now he has to live with the problem).

 

I'm wondering if its possible to set up a bike for him so that his knee will stay as straight as possible, even at the top of the pedal stroke (like short crank, lower bottom bracket somehow, and long seat-post). Since the cycling will purely be recreational, the bike fit don't need to be perfect, but it should allow him to go out on leisurely rides for maybe an hour at a time without hurting himself so bad that he cannot walk.

 

Any suggestions welcome.

My Grandpa has the same. When He was still able to cycle, he had one of his crank arms shortened. This made it possible for him. Maybe the same applies and can help your friend.
