Add the 1m passing law to the EC Provincial Road Traffic Act (added in the WC - Nov '13)

Please sign the petition for the Eastern Cape Provincial Road department to create a 1m passing law. This comes after the trageic passing of Sonnica Kensley on the 27th of April 2015. Please pass it on
