Rebuilding a No-Name brand

Hi Guys,

 

I want to pick your brains a bit. I have an ancient road bike that is marked as HAWK that i got from my sister a couple of years ago, I have been riding it for a while now, but it has only got a 7 speed cassette in the rear and a 2 speed crankset in the front. It also has these weird shifters kind of like the Shimano Dura Ace 10 Spd TT Shifters.

 

Now my idea is to put and entire new gearset and shifters on, but I see it will cost me a grand or so. So do you guys think it is a good idea or should I rather try and buy a new bike?
