Need a tandem stoker stem made

I have an MSC Zion full suss tandem. The stoker's handlebar stem clamp is made to fit an old gauge standard thickness handlebar clamp of 26mm but I want to upgrade to a 31.8 bar. I am casting around for a machinist who can manufacture a stem extender out of light alloy.

The stem diameter, for the male extension (yeah, I know, sounds lewd!), is 34mm

Thanks Took an expensive lightening strike and the insurance is being difficult. I am sure your work can't be low budget.
