Looks like a great time but why stop so far outside PE?

It was about 5Km from the beach.. but it was due to Stupid rules that we are not allowed on National routes without some insurance policy of something crazy like a million rand for 10Km..

 

Sad but what can you do (I would have rode it anyway but organizers doesn't want to take chances)

Looks like a great time but why stop so far outside PE?
