If no other means of getting to work and back i don't see an issue at all in commuting (as stated above with the required documentations). Commuting definitely beats using public transport right now (and any other time for that matter).

 

The reason i would advise using a car (if you do own one) is for your own safety, as you said, its ghost town on certain parts of the city and maybe unwise to be riding your bicycle.

It will also definitely cause unnecessary attention. 

 

I too am a daily commuter and have been granted special service permission to travel to certain sites (clinics and other CoCT facilities where emergency repairs are being done). I fortunately will be using my vehicle.
