Manitou Swinger 4-way - no rebound damping

Hi guys,

 

The Manitou Swinger I got with a frame I bought (2nd-hand) doesn't have much rebound damping, and the blue adjuster knob isn't having any effect. I can hear oil squishing on rebound, but presuming it's not enough to do anything. The service manual diagnosis is possible air in the oil chamber, but I guess it could be something else (like not enough oil to start off with...) Not keen on opening up the damping cartridge myself, as I've heard that it can be tricky.

 

Who services Manitou in Cape Town who knows their stuff?
