aligning brake and rotor

Can someone please assist me trouble shooting the reason why my Hope wheelset won't center but my XTR wheelset does?

 

I have 180mm rotors on both wheelsets. It seems the caliper touch the Hope rotor right at the top - which isn't the case with the XTR set. But there also seems to be more "free" space between the XTR rotor as appose  to the Hope. I measured the 2 for thickness but they seem to be equal.

 

Where else can I check for inconsistencies?
