It all make sense to me why most people don't make use of the substitution system, seeing that as an entrant you pay an entry fee from R275 (non-PPA) to R500 for an international entry, with no refund if you can't participate.

 

So for making your entry available to the Cycletour and with no refund from them, they still charge the next guy riding in your number a fee of R 275.

 

No wonder people follow the easy and affordable route and use their friends number, with all their medical detail, which makes it quite dangerous.
