presume as they began excavating and uncovering the extent of the degradation that had occurred under the road surface that they found that a lot more work was required than orginally envisioned.

 

don't think degradation has anything to do with it. most of the excuses have been related to rocks found where the original quote had hoped there wouldn't be any .. or something.

 

 

Looks like the road works will be ticking along at least until late 2013, given current estimates for the completion date and the track record on their accuracy thus far.

 

This pdf from September 2011 only deals with construction up to the harbour and predicts completion in March 2013, which inevitably will not happen based on performance to date.
