Bizarre crash at modder today

I ride there often, and what I can't understand is guys with bikes on the back of their cars coming past at seed and way closer than they should. One would think, of all people, they will have heard of the 1.5m rule.

 

Also when they first put the new speed humps in they were not painted and very hard to see.
