Dual waterbottle cage on downpipe

Last weekend while doing the Hill2Hill race, I saw a guy with a dual water bottle holder, bottles next to each other, mounted on his down pipe, was made of plastic. Legs cleared it fine and was pretty stable.

 

Now, I've been searching for this for the last week without any luck! Not sure if it's a custom made one or bought as is.
