this from associated press:

The French Cycling Federation has been asked to give up its authority over the Paris-Nice race.
? Delegates to the European governing body's congress voted 18-7 in favor of the French federation withdrawing its authority. They also asked the UCI to review its unpopular ProTour circuit.
In what has become a bitter fight for control of cycling's elite events, French promoter Amaury Sports Organization wants to break from UCI control and operate Paris-Nice under French laws. ASO also owns the Tour de France.

in cycling terms, it would be the feeling of tranquility or calm that follows a negative dope test after the anxienty of wating for the results?

"Serenity" is direct translation from French or Italian often.  Usually in context being calm and not facing undue interference.

Translations aside, I can understand ASO's point.

The UCI has consistantly stuck its nose into the organisers affairs and tried to control the events organised by ASO for a long time now.

ASO is obviously concerned about something (I imagine its a doping issue, but who knows) and have decided to make changes.

Its not as if they have just decided to make up their own set of rules, its allowing the race to go ahead under the rules of the French Cycling Federation who have a very strict code of ethics regarding doping and are more than capable of carrying out the required tests.

In any event at the end of the day its ASO s race, they fund it they support it and they do the necessary work to keep it alive.

They are a commercial organisation and as such have a right to make their own decisions, we could say "The Golden rule applies" - "He who has the GOLD applies the rules".!

decision day:

PARIS, March 6 (Reuters) - The Court of Arbitration for Sport will rule on the dispute between Paris-Nice organisers and the International Cycling Union (UCI) by Friday evening, CAS general secretary Matthieu Reeb said on Thursday.
"The international professional cycling teams have asked us to rule before the start of the race so we will make a decision by tomorrow evening at the latest," Reeb told Reuters by telephone.
