Cycling in Switzerland

I recently had a trip through Switzerland and boy that is cycling heaven, There are Cycling lanes on most roads and you are respected when cycling, the picture that I attached was in the center of Bern, take note no bike was locked, at most stations there is parking spot for bikes and hardly any of them are locked up. It was a real eye opener.

I wonder how they avoid the problem the Netherlands has:
