Call me the grinch but I'm gonna have to call BS on that one given that wind resistance accounts for ~96% of ALL resistance at 40kph. There is only 4% available for mechanical resistance so 10% is impossible. I'm all good marketing and advertising but blatant lies are just off sides. There is no doubt that better bearings (and ceramicspeed are super smooth bearings) reduce your resistance but come on - keep it somewhere is the believable range... Here endeth another pointless Eldron rant.
