I suppose it depends on how safe you want them to be.

I would suggest taking the wheel diameter and adding 100mm to that for packaging - this gives the major dimensions.

Then take the wheel thickness and add about 50mm to get the box height.

 

A box for a rear wheel would then be about 800x800x180mm.

 

A box for both could be about 1300x800x150mm or 800x800x300mm, depending how you pack them.
