Bolt-on Dropouts/forkends

I am wondering if any of you can shed some light on this, its a Columbus Altec aluminium frame but we are pretty sure it wasn't made by the company who branded it.

All the commercial frames, that were made by this company, had one piece rear triangles and fork ends and the welds were polished (marketed feature).

There are a small number of these online, 3 to be exact that I have found, that have the unpolished welds and bolt on frame ends plus the paint work is unique to these and differs from the catalogue versions.

Has anyone ever seen dropouts like these on another frame?

Components are not standard, obviously replaced at some stage, and are way below what these would have been shipped with being Shimano 600, Dura Ace or Campagnolo
