from what I can see, the previous record was 10 from the 1988 TdF to the 1991 TdF (when La Vuelta was still in spring)

Carlos Sastre - 5 finishes from TdF 2005 - to Vuelta 2006

He actually did 15 out of 18 GT from the 2005 TdF to 2011 Giro, and mostly finished top 10.

 

Valverde - 5 from 2015 TdF to Vuelta 2016.
