Long distance cycling

So I have a bit of a question and looking for some guidance from the more experienced cyclists out there. Not sure if this has been raised before...

Cycle Events hosts quiet a number of cycling events all around the country. I recently signed up and did my first long ride over the weekend. A 60km road race. It was good and I really enjoyed it. In this race there was quiet a number of places where the road was straight and flat and you could go for it. At one point I was thinking, it would be nice to have those bars used on tri bikes or so called aero bars. Where the elbows could rest and give the shoulders a bit of a breather. 

So my question: for these type of races/timed events, is it legal or allowed, to use these tri bars on a road bike?

I am not looking to become a professional cyclist, just to take part in some of these events from time to time.
