Hi. Looking for a solution to stop my rear QR from shifting under heavy braking (when this happens the Tyre gets jammed onto the left side stay). Ideally it would be cnc Aluminium inserts, with a derailleur hanger on drive side, and a hole or 2 for the QR to slide through. 
Essentially making a part that slots precisely enough, to avoid forward shift of the rear wheel axle. 

Any companies / individuals out there that would look at taking it on?

Chuck that Mavic skewer and get a Shimano XT or DT RWS. Either of these options will give orders of magnitude more clamping force which should solve your problem.

If that doesn't work, chaintugs will be the easiest off-the-peg solution.
