Photo????? I would think you can weld a pipe to the bottom of a piece of square tubing. Use the pipe the length of the old normal skewer. Weld flanges on the square tubing and drill or cut out for the 20mm through axle "dropouts". You will have a new fixing point slightly above the old one. You may have to add a stabilising fixing point lengthwise to stop the new mounting form rotating. Spray matt black.

 

I did something very much the same for an "experimental" carrier for the tandem without wheels. The fixing point for the fork was solid with a pivoting bracket for the rear dropouts. It worked quite well, had a drop plate and I travelled to ARGUS and back with it. Have never used it since.
