How do I determine which length stem to buy, as well as the degrees?

I currently have a stock Raleigh stem on my RM 7.0, and I want to upgrade to a Thompson Elite X4, but you only get them in 0 and 10 degrees.

If you take a 0 degree one you will only have one height no matter how you install the stemm. If you take the 10 degree one then you get either an extra 10 degree (to that of the head tube angle) rise or minus 10 degrees. You will either then sit a bit more upright (+10) or lower down (-10).

TX for the info.  Also how do I determine the correct lenght?  I also have a couple of spacers between my headset & stem (about 4 cm).  How high should the stem be?  Or is it personal preference?
