The bigger the range of gears you have on the bike, the longer your derailer cage needs to be.

 

MTBs typically jump from 32 teeth to 12 or so (20 tooth difference)  whereas road bikes from say 23 to 11 (12 tooth jump). Therefore a MTB needs a longer cage.

 

It is not a country standard so we can't say use this or that in ZA. It simply depends on your setup.
