The demerit system will only be in effect November 2010 - The Star 7 July 2009 as confirmed by Road Traffic Management Corporation CEO. He also confirmed that the email is a hoax. You can read this story on Google.

I hate this idea especially the speeding. . .

they should focus more on unlicensed drivers

cars that are not road worthy. .  I know some areas where you will find plenty

fine drivers going too slow in my opinion the cause the accidents

people that see you are in a circle and thing you might hit them while you are coming into the circle and brakes. .

Got a R200 fine for 92km/h in a 80 zone by richmond on the N1

Transport Minister Jeff Radebe said in a

speech prepared for delivery at the launch that the AARTO Act was

"South Africa's first comprehensive blueprint for tackling the problem

of lawlessness at its roots".

 

I do not think that this is the root of the problem these oke should take a look in the mirror

this would be awesome but I will believe it when I see it.
