iron horse sizing

i'm seriously considering buying an iron horse bootleg 2.0 (so cheap its scary on CRC). i'm a bit torn between the 19' and 21' size though. i'm about 185cm with average proporsions; which is about on the margin for both sizes. my other bike is a merida hardtail in 20' - perfect size.

 

any advice on this please? rather err on the smaller / larger side of things? pro's and cons?
