I think the idea is to have a grippy tyre on the front for steering and a lower rolling resistance tyre on the back.

 

What he said. I used to run that combo and it works a treat. I'm currently trying a Nobby Nic on the front with a Racing ralph on the back - same concept and so far I am well impressed, but its early days....need to find some wet and muddy conditions...where are those rain clouds...

As said its to have better grip up front , but in saying that im running racekings front and rear and it works really well for me. the past weekends cradlequest was a great race for the combo i used.
