The Ultegra brake calipers on my bike does not release fully after I have applied the brakes. The release enough so the brake block are not rubbing against the rim, but not far enough to put tension on the cable and subsequently the brake lever.

 

This causes the brake lever to rattle on eneven surfaces because there is no cable tension to hold it against its stop.

 

I have seen a type of tape on some Shimano brake calipers that is applied between caliper arms. Probably some graphite type of tape. Where can i get some of this.

 

Other than the tape, is there another solution to my problem.

Sometimes it is because the cable is not releasing nicely within the outer if that makes sense :unsure:

 

I hear you, but I checked for that. It is the actual caliper that is sticky. Thing is, I don't want to grease it up as that would just attract road debris.

I could say the same about your arse, but I just wouldn't know if it is clean. Same applies to my brake calipers, or my whole bike for that matter.

You said it is sticky, so remove whatever is sticky by washing it with ... freek man do you need to be spoon fed or what?
