My question. How many kids have been killed while towed behind a bicycle vs the number of kids killed in car accidents because they weren't strapped in? If I look at the number of small kids still standing on the front seat I think that the government are ignoring the bigger, unsolved issues while wasting time with smaller bylaws.

Agreed. I've compared the geometry of different brands and for some the geometry of a medium male bike is exactly the same as a small women spesific. The best way to choose the best bike is to test ride as many different brands and types as possible and see which is most comfortable for you.
