I put a new cassette on a spare set of wheels so i can add slicks for the odd road ride... do I need to buy a new chain as well? The chain has done about 1300kms on the other set of wheels.

I am no bike mechanic and am sure to be corrected but honestly wouldn't worry unless you can see wear on the chain that may damage the cassette in any way, the only other reason I would consider changing the chain is if the chain is slipping on the cassette when riding or chainging. Other than that I wouldn't worry. I know some may disagree but thats my 2000000000000000000000000 zim dollars worth.

Hat off to you if you can see o.5% chain elongation.
