I do cycle a fair amount.  I also often (about weekly) clean my bike.

 

I have noticed slight rust on the cassette.  Below the teeth. 

 

How can this be prevented?

You are not cycling enough methinks!!!!!!!1....... just joking!!!!!!!! Do what Lizzie is suggesting. Even the use of a stiff brush with a SMALL amount of oil on it should wipe away the rust. Keep on doing it with your regular cleaning and maintenance and it should stay away. DO NOT ALLOW it to become "heavily" rusted as this will cause pitting and eventually you will have to chuck the cassette. I also doubt it if heavy rust will damage the cassette before it reaches the end of its usaeble life due to wear and tear.
