To quite truthfull, they are stock FSA wheels, so no idea about who built them. I'll try getting it at the bike shop... who is there in PTA? Thanks! Alternatively, the FSA importer is in Jan Smuts Ave close to Republic Rd. Call Jason:International Trade 011 781 5324 He's an excellent bike mechie, wheelbuilder not to mention a really hepful dude.
