Cut your loses, find a decent LBS with a good reputation and get someone that knows whats going on set it for you. You should not be needing to cut anything.

The 1mm gap should be measured when your derailleur outer edge is over the largest chain ring on your crank. In your first picture of your last post the position of the derailleur is incorrect for you to measure the 1mm gap. Shift to the big chain ring on your crank and then measure the gap.
