30psi is definatly too low to create the initial seal. 55Psi is the correct amount for most rims.

 

However where the tyre leaks most is the area aroudn the bead. Here the rubber is quite pourous and the sealant difficult to get there.

Once you have the tyre inflated rest it on it's side on a bin or something and then just raise and lower it in a sort of wave making fashion. Repeat this procedure for both sides.

it can take a few days for the tyre to settle in properly and maintain pressure. For thsi reason I prefer UST tyres. The seal more quickly and stay sealed for longer.
