I am in the design/manufacture field. I don't understand why people say the UCI is holding industry back.  The UCI have a definition of a bicycle and its basic components for competition. In no way do they define industry requirements. These definitions standardise the expectation of the product and thus allows industry to participate at various levels. Drive train, wheels, frames etc.

I cant think of any one group that supplies a bicycle in it entirety campag probably closest.  If you think about the costs involved, the processes and technologies to remain competitive, you even overlooking the entire motor industry. F1 a great example, its a FIFO system. This is the definition of the class we are racing, and rally cars have there own rule book.

The creative guys will come up with ways to stimulate the market. Create a demand, and another class, or body can align itself to race it in a fair fashion. Not all cars are F1, Not all bikes need to be  UCI classed.
