The dropout width has changed over time for tandems - 126 mm to 140 and now 145 (even 160mm).  Some of the Chinese frames come in with standard 130mm road wheels. You can generally force in a hub one size up or down without damage but it becomes a hassle unless you reset the frame.  The big disadvantage of using a road or MTB hub is that you will end up with a lower spoke count, which on a tandem is a serious disadvantage.
