I think the service is that you get what you paid for i,e:  the product is there and you do get it similar to a quick 5 min look at bike. 

 

You could still have the wool pulled over you , however you do get the product 

 

What you refer to is a some sort of warranty system, that protects you from buying a dud ! 

So probably not suited to second hand electronics , that cannot be given the quick once over.

Not a warranty, just that you get a chance to verify the item is 100% working when it arrived. Bike gear is often pretty complex 5mins won't give time to ascertain much other than its in your hands.
