Headset brinelling

So my old Donkey GT could perhaps do with a new headset, but by the looks of things at R500+ to get one and have it fitted it will have to wait a while...But I have read that you can remove the bearings from the cage they are in and put them back in loose to compensate for the brinelling, should I add in more bearings so its a tighter fit or less bearings so there is a bit of a gap between the first and last one?
