12" Balance Bike Wheels

I'm attempting to build a DIY wooden balance bike for my nephew, however, the problem is finding suitable wheels.

 

I've been looking around for 12" or even 10" balance bike wheels, without any reasonable luck. I've seen air filled (and quite heavy) ones for R300 each. It's almost more worthwhile buying a full balance bike, keeping the wheels and throwing out the rest, which is stupid. 

 

Any ideas where to look? Google and emails have not been fruitful.

The idea behind it is a mini replica of Mr.Minn's bike.

Try Cash Crusaders for a second hand balance bike. It will most likely be cheaper than trying to ship wheels in from the US / UK.

I've sometimes noticed small bikes (10") on trucks waiting in the queue at the local steel reclaimers (recyclers).
