Tope tube length can be sorted out by using different length stems' date=' hanlebars with different reaches and seatposts with different setback. Saddles also come in different legths which also help with the amount of forward and backward adjustment.

I agree 100% with your second statement.

 

As far as the first is concerned, you really need to take both leg length and torso length into consideration when selecting frame size.

 

I used to ride a 59cm top tube Merida, sized according to my 94cm inseam. Even with a 10cm stem, inline seatpost and Arione saddle pushed as far forward as it would go it still felt like I was stretching for the bars.

My new bike is slightly smaller, as a compromise for my short upper body, and already, with what little (Cry) riding I've managed so far, it feels more comfortable.
