Theory: On the way home the whole assembly came loose and fell off the car, with the driver only realizing at their next fuel stop or even at home. Could be someone from waaaay out of town...

 

Have heard of those tow hooks coming loose while driving, especially seeing as allot of cars come with removable options these days.

 

Happy the bike was reunited with its rider.
